List the rows a dashboard form can edit

GET /dashboard/{id}/widget/{key}/row

Only for a form whose edit_rows is single or pick (otherwise 404 not_found). Needs view access on the dashboard, use on the form collection (403 form_not_allowed) and a signed-in person. Read in the caller's own row scope. pick: q searches the row_label_field column only, sorted by it, cursor-paged (409 form_row_label_invalid when that field was since protected or re-typed). single: the one oldest row. Each entry is only id, label and version.
