GET /public/dashboard/{token}/filter/{key}/options

No session; the token is the credential. One page of the options of a select or person filter the link offers as `mode: any`, read with the publisher's access and searched on the server by `q`, which matches only the shown name (never an email or another column). Each option carries only `value` and `label`. Pages are always 25 options whatever `limit` asks, so viewers share cached pages. An unknown key, a key that is not live, and a link that cannot answer are all 404 not_found. Kept for a minute; a page not kept counts against the link's option budget (60 per minute, 20 per viewer; 429 rate_limited with Retry-After), separate from the data's.
